Le Luxembourg enregistre un bon score concernant la fourniture de services publics numériques aux entreprises selon le Desi 2021. Moins pour les particuliers. Le pays se démarque aussi par son niveau de connectivité. Mais pas sur la digitalisation des PME.

Cette année encore, difficile de comparer la position du Luxembourg au Digital Economy and Society Index (Desi) . La Commission européenne vient de publier son classement pour l’année 2021. Où le Luxembourg arrive à la 8e position. Cet index évalue l’économie et la société numériques des 27 pays membres de l’Union européenne (UE).

The results of DESI 2018 are available. The Digital Economy and Society Index (DESI) is a composite index that summarises relevant indicators on Europe’s digital performance and tracks the evolution of EU member states in digital competitiveness.

Denmark, Sweden, Finland, and the Netherlands have the most advanced digital economies in the EU followed by Luxembourg, Ireland, the UK, Belgium and Estonia. Romania, Greece and Italy have the lowest scores on the DESI.

Si l’on considère l’indice relatif à l’économie et à la société numérique 2017, le Luxembourg se classe en cinquième position parmi les Etats de l’Union européenne. Le pays se distingue des autres par sa connectivité, ses compétences numériques et l’utilisation d’Internet. L’intégration des technologies numériques par les entreprises et la digitalisation des services publics restent ses points faibles.

Aujourd’hui, le Grand-Duché de Luxembourg est l’un des pays les mieux connectés du continent. Il a établi un réseau de connexions particulièrement performant avec les autres grandes places économiques en Europe. La dynamique dont profite le secteur ICT est le fruit d’investissements conséquents initiés il y a plusieurs années déjà. Le gouvernement, durant les années 2000, a développé d’importants centres de données, parmi les plus performants au monde. Il a aussi largement investi dans des réseaux de fibre, assurant une connexion optimale à tous les citoyens et toutes les entreprises. Ces réseaux ont ensuite été prolongés vers l’étranger.

Die Digitalisierung ist in Luxemburg Chefsache: “Luxemburg ist die Lokomotive, wir wollen nicht im Waggon sitzen”, sagte Premierminister Xavier Bettel vor Journalisten im September des vergangenen Jahres. Tatsächlich hat die Regierung zahlreiche Initiativen gestartet. Das neueste, “Fit4Digital”, startete im Januar und soll vor allem die kleinen und mittleren Unternehmen im Land bei der Digitalisierung voranbringen.

Aber zahlen sich die Anstrengungen auch aus? Oder hapert es an der banalen Praxis – wie beispielsweise an einem schlechten Handyempfang? Die Europäische Kommission hat auf diese Fragen eine Antwort gesucht. In ihrem Digital Economy and Society Index nimmt sie alle Mitgliedstaaten unter die Lupe. Und Luxemburg schneidet im Vergleich gut ab. Das Land gehört zum “High-Performance-Cluster” der Länder, lobt die Kommission. Grund sei eine ambitionierte Strategie für den digitalen Sektor unter der Ägide der staatlichen Initiative Digital Luxembourg. EU-weit landet das Land hinter Dänemark, Schweden, Finnland und den Niederlanden auf Platz fünf des Rankings für 2018.

The DESI Connectivity indicators measure the deployment of broadband infrastructure and its quality. The high-speed broadband coverage and take-up in Europe is growing steadily. As for 2016, 76% of European homes can access high-speed broadband (at least 30 Mbps) and over one third of them already subscribed to it. In Belgium for example, over 80% of fixed internet subscriptions are high-speed.
