Issues on crime and unemployment among ex-inmates contribute to recidivism in the country even though they were given technical and vocational (TVET) and entrepreneurship trainings by the prison authority.  Therefore, the purpose of this study was to identify the perception of inmates in prison on the effectiveness of TVET and entrepreneurship training.

t is hard to overstate the benefits of providing postsecondary education to incarcerated students. The incarcerated population has lower average education levels than the general population, which, coupled with the stigma of a criminal record, makes it difficult for returning citizens to find jobs—especially if they are Black. Individuals who enroll in postsecondary education programs are 48% less likely to be reincarcerated than those who do not, and the odds of being employed post-release are 12% higher for individuals who participate in any type of correctional education. Estimates suggest that for every $1 spent on correctional education, $4 to $5 are saved on reincarceration costs. Additionally, individuals who complete college courses are eligible for higher-paying jobs compared to people without a college education.

Mass incarceration is inextricably linked to mass undereducation in America. Yale, Princeton, Cornell, Georgetown, Wesleyan and New York University are among a handful of institutions that realize this and have begun to create ways for incarcerated people to take college classes. These universities recognize that they have a moral responsibility to pursue educational justice for prisoners, a group that has disproportionately attended under-resourced public schools.

Germany. Penal institution: promoting occupational qualification

The Minister of Justice for the Federal State of Schleswig-Holstein delivered an allocation decision for about 1.31 million Euro to the TÜV NORD Bildung (Education) at the Lübeck penal institution.

1.31 million Euro are allocated for the provision of 163 occupational qualification measure placements at the penal institutions Kiel, Lübeck and Neumünster. The measures range from computer courses to complete vocational education and training courses, as well as integration supervision with a focus on the employment market.

Webinar recording. Prison-University Partnerships – a discussion across borders

The Canadian Walls to Bridges (W2B) and the UK Learning Together programs both bring campus-enrolled and incarcerated students together to study semester-long courses in prison settings. Based upon similar foundations of transformative education and destigmatizing « others », both programs involve university-prison partnerships. This presentation will be a collaboration between alumni and instructors in both programs, exploring their differences, similarities, successes, and challenges.

It also documents what remains an unserved domain of education and penal policy and can inform actions and reforms by governments, policy-makers, concerned organizations and other stakeholders engaged in ensuring that incarceration does not become a barrier to the right to education.

The Dutch have a problem with their prisons. But unlike England and Wales, overcrowding isn't the issue. In fact there aren't enough prisoners to fill their cells.

The report shows how education and training for prisoners help reduce the social costs of crime and support the rehabilitation of prisoners and their reintegration into society. It further provides an overview of key European policies and funding programmes related to prison education and training, highlighting their added value and contribution to the development of innovative and new approaches to education provision in prisons. It then looks into the current ‘state-of-play’ with regard to provision in prisons across Europe, providing some concrete examples from individual Member States.
