The international community gathered in Cape Town, South Africa in May 2016, to mark the 20th Anniversary of the South African National Qualifications Framework (SANQF) with the theme, ‘Qualification Frameworks (QFs): Agenda Towards 2030’. Drawing on the Global Inventory of National and Regional Qualifications Frameworks, the event highlighted the significance of NQFs for developing, transition and developed countries in relation to the new Sustainable Development Goal 4 (SDG 4) on education. Experts agreed that NQFs can serve as a monitoring and measurement tool to help countries cope with global challenges by providing data on enrolment, learning outcomes and completion rates. Issues about how to improve the comparability, transparency and trust in the qualifications were also raised.

- Collect and synthesise existing evidence about the role of qualifications frameworks in supporting mobility of workers and learners;

- Identify the existing obstacles in qualification recognition and discuss the potential and limitations of qualifications frameworks in this context;

- Outline the possibilities of and opportunities for linkages between the European Qualifications Framework and the Australian Qualifications Framework.

A collaborative work of Cedefop, UNESCO, the European Training Foundation and UNESCO’s Institute for Lifelong learning, the Global inventory of national and regional quali­fications frameworks combines thematic and country research and analysis on national qualifications frameworks (NQFs) and regional qualifications frameworks (RQFs).

The fifth update consists of two volumes:

Vol 1: five thematic chapters;
Vol 2: 93 individual descriptions of NQFs and four RQFs.
The inventory intends to provide information useful to ministers, officials, authorities and other actors who must make decisions about NQFs and to offer a type of peer support through knowledge dissemination to experts, NQF project staff and others engaged in designing, developing and implementing NQFs.

Volume 1 contains the thematic material on important trends in the development of qualification systems and frameworks. These chapters explore the emergence of microcredentials and validation of non-formal and informal learning, discuss how we can move to digitally connected qualification systems and bring a digital perspective to bear on the recognition, validation and accreditation of vocational skills and competences of migrants and refugees. One chapter – a wholly new element in the inventory – offers a cross-country analysis of NQF developments across the globe.

Volume 2 brings together 93 NQF reports from 89 countries. Fulfilling an observatory function, these reports track, monitor and assess the progress made by countries in developing and growing their frameworks. They also include snapshots of progress in qualifications reforms.

Qualifications frameworks are tools for describing qualifications of an education or training system by classifying them into levels. Each level provides a clear description of what the holder of a qualification knows, understands and is able to do. They are important tools for making qualifications transparent and comprehensible, within and across borders, and for promoting lifelong learning.
 
This fifth edition of the Global Inventory of National and Regional QualificationsFrameworksconsists of two volumes with up-to-date information, collected in 2020-21, on recent developments in this field destined for policy-makers, educators, researchers, and experts.
 
•Volume I features a series of thematic chapters that identify emerging issues in qualifications systems, including the digitalization of qualifications systems, the validation of informal and non-formal learning and the increased use of microcredentials. A cross-country analysis of national case studies is presented, examining the objectives, functions and characteristics of national qualifications frameworks and their contributions to wider educational and training systems.
 
•Volume II compiles case studies from countries across four world regions to record progress in the development and implementation of National and Regional Qualifications Frameworks globally. The publication is the result of collaborative work between UNESCO, the European Centre for the Development of Vocational Training (Cedefop) and the European Training Foundation (ETF).“Since wars begin in the minds of men and women it is in the minds of men and women that the defences of peace must be constructed”

Artificial intelligence is developed on the basis of knowledge, understanding and the ability to act developed on the basis of academic research, teaching and learning. This is the traditional definition of learning outcomes, but AI raises issues that concern the important fourth dimension of learning outcomes – the willingness to act.

As the Council of Europe’s Reference Framework of Competences for Democratic Culture emphasises, we may be able to do things that, for ethical and other reasons, we should abstain from doing.

The European Commission has published ethical guidelines on the use of AI and data in teaching and learning, while the Council of Europe has published a book on AI and education seen through the lens of democracy, human rights and the rule of law.

What may be the gut reaction of many people, at least those of my generation – to say that we do not want to relate to AI or that we must somehow try to block its use – is not an option. The question is not whether higher education will need to deal with AI, but how we should do so.

That also holds true for the recognition of qualifications.

The classic case is one where a credentials evaluator examines a well-documented application by an individual who wishes to use his or her qualifications in a country other than the one in which the qualifications were earned. Thus, the qualifications must be assessed and given value in another education system and qualifications framework.

The methodology builds on at least two key assumptions: the documents are authentic and they certify the successful completion of academic work undertaken by the holder of the qualification. In other words, the documents have been issued by the institution whose name appears on the diploma, and the person named is the one who has earned the qualification.
