A European Unemployment Benefits Scheme: Lessons from Canada

A European Unemployment Benefits Scheme: Lessons from Canada | Vocational education and training - VET | Scoop.it
Most European scholars look to the United States for transferable ideas; this author argues that Canada is a more salient comparator, given that it has similar institutional features to the EU, and has successfully managed a pan-Canadian unemployment insurance benefits scheme for over 75 years. Lessons for the EU from Canada include the place of a centrally managed unemployment insurance programme in a monetary union, and insights with respect to stabilisation, labour mobility, redistribution, social solidarity, legitimacy, and institutional moral hazard.

Africa. Lifting Africa up by empowering its youth

Africa. Lifting Africa up by empowering its youth | Vocational education and training - VET | Scoop.it
Founder of the African Leadership Academy, Fred Swaniker, encourages Africa to empower its young people to solve issues of unemployment in African youth.
Canadian Vocational Association / Association canadienne de la formation professionnelle's insight:

Finding opportunities for young people is a critical challenge for Africa, where 62 percent of the population—more than 600 million young people—is below the age of 25. With no signs that population growth will slow in the decades to come, it is imperative that Africa leverage the talent and energy of its youth to create dramatically higher levels of prosperity and equality and avoid the latent risks of unemployment and social instability.

Youth Unemployment and Vocational Training

Canadian Vocational Association / Association canadienne de la formation professionnelle's insight:

This paper focuses on the determinants of the labor market situation of young people in developed countries and the developing world, with a special emphasis on the role of vocational training and education policies. We highlight the role of demographic factors, economic growth and labor market institutions in explaining young people's transition into work. We then assess differences in the setup and functioning of the vocational education and training policies in major world regions, as an important driver of differential labor market situation of youth. Based on our analysis we argue in favor of vocational education and training systems combining work experience and general education and give some policy recommendations regarding the implementation of education and training systems adapted to a country's economic and institutional context.

Canada. Youth Unemployment in Canada: Challenging Conventional Thinking

Canadian Vocational Association / Association canadienne de la formation professionnelle's insight:

Fuelled in part by fears that burdens of the recent recession have disproportionately fallen on youth, the issue of youth unemployment has rekindled signi cant unease with dierent levels of government, communities and the general public. In addition to the most common consequences of unemployment such as nancial hardship and emotional distress, joblessness may also result in the erosion of an individual’s skills and knowledge and increase uncertainty of future labour market prospects. For jobless youth, this aspect of unemployment may particularly be ‘scarring’ as skills and knowledge gained through the educational system may not have appropriate opportunity to crystalize into professional ability. At the aggregated economic level, such an erosion of skills may disadvantage business in their ability to expand and compete; particularly in an environment of increasing global competition

Canada. Policy Paper: Student (Un)Employment in Canada | Vocational education and training - VET | Scoop.it
Students have long worked hard, whether part-time or during breaks in study periods, to help cover the costs of their education. Fairly compensated opportunities are therefore directly connected to the goal of ensuring that higher education is accessible and affordable. Facilitating opportunities for students to develop workforce skills and to transition from their studies into meaningful careers, is a key component of ensuring that post-secondary education in Canada is innovative and of the highest quality, both for students and for our country as a whole.

Argentina’s Youth Unemployment Rate Is Highest In The Region

Argentina’s Youth Unemployment Rate Is Highest In The Region | Vocational education and training - VET | Scoop.it
Argentina holds the highest youth unemployment rate in Latin America according to the UN's 2015 Work for Human Development report. With a 19.4 percent rate, the country narrowly beats Uruguay (19.2 percent) and Colombia (19.1). The report states that the nation's youth unemployment is well above the regional average of 13.7 percent — a rate that has gone down from 14.3 in 2012. In the same year, youth unemployment in Argentina was estimated at 16.7 percent by the Permanent Household Survey, which is the going report conducted by the national statistics bureau (INDEC) tracking how the labor market affects Argentines. The UN report defines "youth unemployment" as encompassing the unemployed aged 15 to 24. Take note that the legal working age in Argentina is 16, however exceptions are made for children aged 14 to 16 working for a company owned by their parents. Is an insecure job better for health than having no job at all? A systematic review of studies investigating the health-related risks of both job insecurity and unemployment

Though previous research repeatedly found that being employed is better for health than having no job at all, evidence suggests that employment is not always beneficial for health. With especially job insecurity reflecting a contemporary health risk for the employed, a systematic review was performed to assess if insecure employment can be as detrimental for health as unemployment, and to determine whether these associations vary according to different health measures and among men and women.

Canadian Vocational Association / Association canadienne de la formation professionnelle's insight:

The dramatically high youth unemployment rates in Europe call for immediate action by Member States.
The study recommends that there should be:
- homogeneous quality standards for apprenticeship-type studies
- a balance between specific occupational skills and general skills and competences
- the involvement of the social partners in the design and organisation of apprenticeships, as this is an essential factor for their success
- initiatives taken with students to improve the general image of the vocational education system.

Generation “U”: The Plight of 75 Million Unemployed Youth

Globally, 75 million youth between 15 and 24 years of age are unemployed. What are governments doing to alleviate the situation?
Canadian Vocational Association / Association canadienne de la formation professionnelle's insight:

The problem of youth unemployment is a ticking time bomb scenario, making one wonder if being young is really an advantage and whether such a large group of disgruntled youth will hold the key to the future of nations.
The solutions to the youth unemployment problem are oft-repeated in many a forum: prioritizing youth-centric policies, structuring continuous skill development programs, developing curricula in touch with the latest needs of the industry, bringing out nationally and internationally accepted skill certification systems, matching skill sets of individuals with the relevant jobs, granting fiscal incentives to the industry for skilling and employing the youth, and promoting entrepreneurial skills amongst youth.

Manufacturing and construction jobs aren’t coming back. There is emerging evidence that job retraining can be effective in teaching older workers new skills when done right. http://www.slate.com/articles/business/the_dismal_science/2012/07/unemployment_manufacturing_and_construction_jobs_aren_t_coming_back_americans_need_new_skills_.html
